Providing lunch/canteen services is as per the Indian Factories Act 1948 and it depends on the strength of the company employees. So pl refer to the factories act and impress the management to establish canteen facilities if your company fall in that group
Secondly you have stated that ur firm is into business of LPG/cement/steel but what is the operations. Manufacturing/ packaging/ Handling/ Carrying/ storage/ production. whatever it may be all these fall into hazardous materials and they have to follow certain procedures with respect to safety and health of the employees. The expenses under these head will improve the working conditions, health and life of the employees every day. These are to be instituted as per the factories act failing which they may be asked to comply by the Directorate of Factories of the state. Advice the management to take proactive step and make them aware of the law and comply with it.

Factories Act only speaks about employer liability to make a provision for canteen it does not mandate employer to provide Food at free of cost or at subsidized rate all rest with employer's discretion.

The employer is to establish the canteen and expenditure to run the canteen to be born by the employer as per the Factories Act.It is agreed that it is left to the employer's discretion about providing the food at a cost. The employee is entitled to sale of food grains at reduce cost if any as mandated by the factories act can be used while providing food.

Well, the major facilities or benefit to the employees can be a subsidized food (lunch) I mean to say a quality meals on less prices as you mentioned the management not allowed for totally free then partially divide it and in this way it will be good for both. I hope you are already providing tea/snacks to the employees if not then it is the must.
Also, the other you can have pick-up drop facilities to the employees, however you can charge them for this a little but still employees will get benefited by this as they will get hassle free transportation.
Other facilities that you can offer your employees like gym facility, indoor games like TT etc. Music or library room and at last a top class atmosphere and work culture so that they can give their best.
