Can any one discuss what are the formalities, statutories to be compiled on HR part when a new industry starts with time frame in all departments i.e. Labour, P.F., ESI, Fire, Employment exchange, etc.

as far as PF & ESIC is concerned one has to keep in mind that the number of employees to be 20 (even if it is less than 20 & the company/organisation wants to implement PF & ESIC, it can do so) then it has to apply/register with the Regional Provident Fund Commissioner,
in case of employment exchanges whatever the vacany exist in the company one can advertise in the exchanges. in case of fire dept. one has to take precaution in respect of lift (renewing the licence) & the fire safety.

Dear Nilesh,
First & foremost apply for approval of factory building plans to the Chief Inspector of Factories or to the officer authorized in this behalf of your State. Get Fire & pollution NOC. Apply for Factory Licence in the prescribed forms as applicable i.e. in accordance with your State Factory Rules along with prescribed licence fees to the CIF of your area.
If BOCW Act, 1996 is also applicable in your State then apply for registration & deposit cess at appropriate time.
