You have to write a particular rules/laws/terms of condition with section/number for which the concern employee has done any such misconduct or violated that section/rules.
This is very essentials for show cause notice as per the legal procedurial drafting.
For example" you have violated section 5 OR rules no. 3 of your appointment letter OR as per clause no.5 of the Model Standing Order Act......this becomes a misconduct and hence this show cause notice......."
It is very clear that you have to narrat particular rules/section under which employee has been fixed for taking necessary action.
