So, the new company I am about to join has this policy - The company can hold the salary if I have an unplanned leave and am out of contact with them for more than a day. Is it legal?

Better do not join that company. Never join an organisation which will consider the employees as their slaves. There are a lot of companies who consider employees as assets with whom only they can generate income. At the same time, the company you are going to join is that type of an organisation which thinks that it is running a business just to satisfy your requirement or employment is given to you (like other employees) because you desperately require it. No, that is not the truth. It should be equal from both the side, the employer needs you and you need the employer. Therefore, better drop the offer and when they call you, you can bluntly say that you did not like the HR climate of the organisation.
