In addition to telling them to use email, you must give them a compelling reason why.

If I work for your company why would I send an email to the guy who sits at the desk next to me. I can just tell him what I want to say.

Don't make arbitrary rules unless you have a very very good reason for doing so. Otherwise, you know as well as I do, NO-ONE will take any notice of what they perceive as your silly rules.
