What are LWF and S&E? Do they represent Labour Welfare Fund and Shops and Establishment? Hope so.
Do you pay ESi and EPF? is it required that there should be a registration under your state (Maharashtra) Shops and Commercial Establishments Act to take registration under the Welfare Fund Act? Can't the factories cover under the Welfare Fund Act?

Incidentally, I checked the portal of Labour Welfare Fund Board in Maharashtra (just out of curiosity), and it is going based on PAN and not asking for Shop & Establishment or any other license.... So what exactly is the OP's problem?
