There is no notification on implementation of the labour codes.
All that happened is the minister gave a reply in the Rajya Sabha that they are planning to implement (or trying) from 1st July, 2022.
The implementation will be all across the country at the same time and Bengal will be included at that time irrespective of whether the state government agrees or not. If the state rules are not notified or finalised, then the central rules will apply till that time.
