Tamilnadu minimum wages details 2022-2023 PDF Format

In Tamilnadu, Minimum wages for Hotels and Restaurants is at an average of

Basic -6183 + D.A-6708 =Rs.12891

Say, an employees salary is Rs.13500 what is the split up that should be maintained and what are the components to be incorporated for PF and ESI deduction.
1. Can Basic @50%+HRA@30%+ConvRs.800+Rest as SPl.Allow constitute the Gross salary?
2. Does the Basic pay mandatory to be equal to minimum wage?
3.Or does Gross salary be equal to minimum wage?

Kindly advice, in case of clarification do let me know.
