In our company 18 employees are there, salary is more than 15000 for 12 employees, so we decided not to make any contribution for 12 employees, (excluded Employees). So how to prepare ECR Sheet and what about excluding employees.

You can prepare ECR only for remaining 6 employees. you can ignore the excluded employee's in that ECR file.
As per act, who have 20 or more workers in the organisation they must be deduct EPF and to be remitted.
