How can technology and culture both affect the HR functions?

Technology and the organisation's culture impact not just HR but all other functions too. The impact is not in isolation to a particular department.
Technology plays a vital role in managing communication within and outside the organisation. When there is a free flow of information, it reduces the time spent waiting.
Technology also plays a vital role in improving the records within the company. When the information is processed automatically, it helps to build dashboards without time in doing so.

I agree that impact is not specific to any particular function, but my question is the impact of technology and culture both at the same time only on HR function.
I mean to what extent both can impact the HR department of any company.
