We can not say whether you have been harassed or not without studying the issue in detail. If you had left the company without serving the required notice period despite the requests from the company, the act of yours could be viewed as unprofessional. This is very critical if you had been working there in a managerial position. Notice period is the period required for the establishment to get a suitable replacement for a left employee. In the case of an unskilled worker, it is okay but in the case of an officer or person having supervisory responsibilities, without serving notice period is unethical. I don't think that the company will be gaining a lot by taking your 14 days salary but it is a message to others who also quit without proper handing over. Therefore, before asking a question whether the company had harassed you or not, please give us a background of the issue.

The company seems to be very bad one. Not paying salary cannot be justified. I am afraid why such diabolic vindictiveness? Anyway, it is better to leave the company taking whatever they pay, otherwise, you will have to spend time in litigation etc. Once you move against such companies, you will be targeted by other companies also. But you can blacklist that company and send a message to your friends that that company never pays salary in time! This is an indirect way of letting down an organisation.
