Hi Chetna,
Your query is incomplete. In the sense that what is your nature of industry, what are the previous conditions, what are the present conditions, and what steps you have taken or changes made to retain the labor like employment conditions, pay terms, incentive or bonus and so on.
If any of these are provided rest can be as well suggested by learned seniors here.

Hi Venkat Sir,
Surely, to give you pointers on:
We have reduced 1 hour from their shift, its 7am to 7pm
Also, we we have set up other amenities where physical activities will reduce(as to not heavy lifting object anymore)
We have started paying them overtime. as meals did not work in our favour whereas overtime money worked.
besides these any other parameters will help us, please suggest.
As in whatever we identified we have immediately actioned on it without any delays.

"We have reduced 1 hour from their shift, its 7am to 7pm". Have you examined whether it is lawful to make labourers for more than 12 0r 13 hours a day?
It appears that more than making 'concessions' for the labourers the management requires soul searching in adapting themselves to be law abiding citizens!

Hi Chetan,
Is your company is sick or going on BIFR (Board for Industrial and Financial Reconstruction)? In only that situation you have to take these actions otherwise you have to change some criteria of work and job role to control/retained the existing manpower. Long exercise required for taking this type of action and you have to convince the manpower and union also(If exist) , that it is betterment for us. Some job taken from supply to measurement (Piece Rated) or some to piece rated to supply manpower.
