Dear Jyoti,
In the state of Haryana we are not required to have any registration under Punjab Labour Welfare Fund Act, 1965 as applicable to the state of Haryana. For deposit of Labour welfare Fund Contribution, plz have Registration Certificate under Applicable S&E Act Or Factories Act which ever is applicable in your case & then utilize the e mail & password to open the bar where you will find link for deposit of LWF contribution.

Dear Member,
Deposit of Labour Welfare Fund Contribution for 2019
It has come to the notice that a no. of employers are not in a position to upload the list of employees in csv format on Haryana Labour department website for deposit of Labour Welfare Fund Contribution for the year 2019 due to heavy work load. Keeping in view this difficulty Haryana Labour Welfare Board, Panchkula has decided that at present Board will accept the contribution amount offline through Demand Draft which should be in favour of Welfare Commissioner, Haryana payable at Panchkula. Copy of the letter issued to the field staff by the Board is attached herewith for your ready reference.
As per this letter The Haryana Labour Welfare Board has decided that receipts of labour welfare fund contribution under Section 9A of Punjab Labour Welfare Fund Act,1965 be accepted from concerned establishment through offline mode. So, you can submit the labour welfare contribution through Drafts in favour of Welfare Commissioner, Haryana payable at Panchkula.
Now as per our opinion, the employers who could not deposit the LWFC by online method may utilize this circular. We should prepare DD for the amount of contribution for the period from January to March, 2019 as per previous contribution rate & 2nd draft of amount of contribution for the period from 1st April, 2019 to 31st December, 2019 as per latest contribution rate.
Note: Plz see that we are required to deposit the amount of contribution for year 2019 by 31st March, 2020 positively with the board failing which we will also be liable to pay interest as penalty.
