Please be guided by the Provisions of the Sexual Harassment of Women at Workplace ( Prevention, Prohibition & Redressal) Act 2013 if there is or has occured a case in MeToo realm as you write.
HR Policy or related Procedures on the Topic "Love Affairs between Co-workers", as it were Not Needed because Any Act Unworthy of Employment amounts to Acts of Misconduct for which Disciplinary Action need be Initiated.

Ya...its always at all institutions like govt.private married or unmarried.
But every office has a decorum and discipline. Irrespective of ranks right from office boy to m.d should maintain character discipline either male or female which effects decorum of office
Everyone should keep protect ing Decorum of office
The image of office would grew up so.
Anyone violates the dignity of post with characterless behaviour m or f both treated equally with written memos and warnings orally and in writing cutting increments with the recommended enquiry dept. And do like this..
Without names write on noticeboard like this. Yesterday the two couple of employees were called for enquiry committee for their misbehaviour in factory premises
.Disciplinary proceedings on the way...on both.
The other co employees are alerted..to check their behaviour in office.
