Is Aviation/airlines industry incorporated in Minimum Wages. If no, then which industry closest should is applicable for colleagues working at airport.

AIRPORT is not an aviation job :) it is ancillary services
aviation means the staff and crew members as workers and ground staff which is engaged in ticketing is their office staff ...... aviation sector pays the service charges to airport terminal to use their building and runway, including the parking fees of planes to any airport, even the baggage handling and cleaning of aircraft/ providing food everything is paid contract.
the employees on the airport or even aircraft maintenance are mostly on contract basis and their wages or facilities are dependent on the contractor, not in aviation


kindly clarify whether it is contract or permanent basis.
If it is contractual then as per CLC- construction of Runways part is considered and the wages will be provided all over india except kerala where state wage is higher than central.
If it is by airlines every airline maintain their OWN CTC, which vary from 9000-14000 and perks will be provided.

In aviation State Government is the appropriate government under Minimum Wages Act for Airlines as well as for contractors of Airlines who are mostly engaged in ground handling work.
and state govt Maharashtra has not fixed any minimum wages for aviation industry.

Recently Central Govt added Airport loading and unloading in Central Govt minimum wages for the scheduled employment of Loading and Unloading which may help to decide the wages for the airport ground handling staff but Central Government is not the appropriate government to fix minimum wages for the airline or contractors of airlines as per definition of the appropriate government under MW Act

Dear Ssuhr,
If Appropriate Govt for Aviation is not the Central Govt to fix minimum wages for the airline or contractor of airlines as claimed by you as per definition of the appropriate government under MW Act.
If Contractor and or Principal Employer wants to procure Registration certificate and or contract labour license then Whom they should approach to procure the same . State government or Central Government.

Appropriate government for aviation industry under Minimum Wages Act is State Govt but for C L Act, Industrial Disputes Act, Payment of Bonus Act Payment of Wages (Air Transport Service ) Rules, is the Central Govt
Therefore the LIcence / REgistration under C L ACt has to be obtained from Central Govt i.e. Assistant Labour Commissioner (Central), or Regional Labour Commissioner (Central) of the area having jurisdiction over concerned Airport.
Definition of Appropriate Govt is different under MW ACt and and Industrial Disputes Act .
under Minimum Wages ACt it is only limited to establishments by or under the authority of central government, Mines and Railways and corporations established under Central Act
What is by or under the authority of Central Govt is explained in the Supreme court judgment of Steel Authority of India where it was decided that though the Steel Authority of India is a public sector company under Central Govt, central government is not the appropriate government for Steel Authority of India under M W Act as it is an independent entity registered under companies Act its board of directors can take appropriate decision of the company.
It is a common misunderstanding that when we take licence from Central Govt automatically minimum wages fixed by central government become applicable.

The Central Govt is the appropriate govt for mining and therefore fixed minimum wages for mining industry. The said rates are available on the website of the www.clc.gov.in . Recently the rates are revised from 1st April, 2019. The Central Govt is revising its VDA from April and October every year.
For the stone crushers which are not within Mining lease area the appropriate government under Minimum Wages Act is the State Govt. for the minimum wages for such crusher you have to refer to the minimum wages of concerned states in which such crushers are installed.
