The directors of ESIC and statutory auditors have failed to point out this underutilisation of funds meant for welfare.
If ESIC has excess funds, then the contribution from workers need to be cut down.
It is like the green fund collected from vehicle owners and not used at all.
GOI needs to be effective and proactive in spending funds which are collected for the main purpose more liberally and effectively.
