Do we have legal binding (or percentage defined) on hiring non-kannadiga’s in Karnataka in organisations registered under shops & establishment or STPI ?

Dear CJ Patel,
As of now, there is no such rule that stipulates some percentage for hiring local for IT industry or any other industry.
Secondly, how to define who is "local"? What if the person has studied in some city for the years together but does not know local language? Will that person be "insider" or "outsider"?
Getting right-skilled persons is a huge challenge. Amidst if these parochial rules are brought, then running an enterprise will become almost impossible.

Dear Local person hiring regulation depends upon state only. Please check in your state is there is any obligation like that.

In Karnataka if the industry is taking benefits from the government of Karnataka like subsidy or tax benefits then it is mandatory for hiring of local people. Further, it is also mandatory for providing employment to land losers. Monthly return needs to be filed with the department of commerce with all the required information of engagement of locals.
