In our company, location wise people go to canteen & finish their meals. From the office, when people leave for lunch, they switch off lights & ACs, go together and come back to work as a group. This not only helps the canteen from getting over-crowded but we save power too by switching off lights & ACs.

Hello,
May be, you can start lunch early - by 12:00 noon or so.
Further, not everyone must be taking Canteen food. If it so happens and allowed, those who bring tiffin may eat on their seats or you may arrange an alternative place for them. At least, it won't be overcrowded.
Another solution as suggested above, follow strict lunch timings and close off canteen after a given time.
