If an employee takes 3 days leave and if any national and festival holidays falls in between.. should we consider it as leave and deduct his leave.. ?

Depends generally on the nature of leave, Casual Leave counts only the working days and an intervening holiday (be it National & Festival Holiday or weekly off) is not counted while other leaves like Earned Leave/Privilege Leave/Annual Leave counts the intervening holiday.

Any holiday in the middle of leave is considered as leave It does not then matter whether it was a weekly holiday, festival holiday or national holiday
