Dear, I like to know the right time to launch and implement the balance scorecard in a company when it is facing a deteriorating business condition, low market, losses and cost cutting, low amount recovery from the market and layoffs.
Can anyone suggest this BSC under the above condition will be helpful for the company.

There is nothing like auspicious time to launch a management initiative. However, the problem is that if you launch Balance Score Card (BSC) on your own, it could be risky as it could be faulty installation. In contrast, if you hire external consultant, your management may not be in position the hiring charges.
However, I have different to question to ask. Have you studied advantages and disadvantages of BSC completely? If yes, then how will you overcome the shortcomings? BSC can launch at any time but start and understand from top and cascading to bottom. HR should play pivotal role and other units,department & individuals actively participate in this initiative. This will help in fair increment & performance appraisal also.
Mr Divekar is right, consultant become very good catalyst to initiate it.

I would not advise implementing BSC in a declining business environment.
It would just kill the initiative. Employees will become defensive and will view this tool as a tool to force improvement in performance.
Its a valuable tool but needs to be used with precision at the right time.
