Hi all, I am working in HR department in one of the State Power Sector Companies of Rajasthan.
I am required to frame a tansfer policy, especifically for the establishments,i.e., Grid Sub Stations situated at remote areas. Most of the GSSs are located far from cities and in districts like Jaisalmer, Barmer, Bikaner, and near border areas. People posted at such locations are giving applications for transfer every now and then, as the establishments are situated at such locations where even commutation is a big problem. Although company is providing transport & residential facilities, but employee(s) is(are) not ready to stay.
Main problem the company is facing how to keep employees motivated to stay at such locations. Also, what facilities / incentives can be given to employees posted at such remote locations, so that their stay can be prolonged?
Please guide me in this regard. If anyone is from power sector, do let me know what policy is being adopted there, transfer policy and what additional facilities are being provided to the employees who are posted at remote / isolated areas.

You can think of devising & paying graded 'Inconvenience Allowance' to such employees. Amounts can be 2 or 3 or 4 fixed monthly sums depending on degree of inconvenience.

In our company, backward district allowance was given to the employees who were posted in 9 identified districts (can say tough districts), but d scheme was not successful.
Also, since company is a PSU, having structured grade pay and pay scale system for various posts, therefore, that backward district allowance couldn't help much as it gets equally compensated with HRA for other districts. Other districts are having higher HRA than these identified districts.
Any other allowance / perk which can keep the employee motivated / engaged to work in such remote areas?

Writing from the perspective of a Maharatna PSU in Power Sector, let me tell you that the site incentive has to be thought off comprehensively covering family life, children education, bachelor accommodation & mess at site, entertainment needs,medical needs, frequent leave passage etc and cannot be limited to site allowance alone. Such employees have to get the impression that they are special people and even an appreciative gesture like get together cum dinner party whenever top executives visit the site, helps a long way. Thus you need to look at all the aspects and develop a comprehensive package covering both financial and non-financial incentives, as the saying goes, people leave organisations , not for money but against the attitude of the management.

Then only alternative is increasing backward district allowance beyond payable to at least D class city. Then only people may stay in remote areas.
