You can take disciplinary action against them as per HR policy. You can take a call and ask for the exact reason, if the reason is not satisfactory then share a warning email or letter (warning after 2 times can terminate them).

What is the line supervisor doing if they are leaving early?
Do you have a HR manual or guidelines to discuss on discipline matters?
If you are a Manufacturing segment follow Model standing orders of the state and take disciplinary actions as deemed fit.
Beyond this you can display the timing of the department in notice board, and track in the attendance system for better systems introduction.
Try this out by speaking with your Management.

Workers go early from their duties because they are allowed to go. Do you have security at the exit gate and if yes, then why the security guard does not try stopping them? And what about supervisor of the workers? He is also a mute spectator?
Issue a circular on early exit by the employees. In this circular, issue instructions to the security guard on what he can do if he finds someone leaving early without proper authorisation. In spite of issue of this circular, if you find any delinquent worker then you may deduct the salary under the provisions of Payment of Wages Act, 1936.

Dear Vini, When there is a practice of employees leaving early and no action is being taken so far, straightaway jumping into disciplinary action is not suggested. As suggested by D.Divekar Sir, the first step has to be issue of a circular clearly stating that this is not acceptable and any repetition could result in proportionate wage cut as well as disciplinary action. Although it is not necessary, it is suggested that in the next step a warning memo may be issued by name to each of the defaulters. Thereafter you can deduct wages as well as start disciplinary process as per applicable Standing Orders to deal with the hardnuts.

There cannot be a common solution for all early leavers. There will be those who have taken officilal permission. There will also be those who are in the habit of leaving early with no reason.
In the latter case each individual needs to be interviewed individually to find out the cause. SInce the reasons would invariably vary it is justified in having different solution for each case.
Preventive mechanism:
1. Signing before leaving. (The register is available only at the appointed time.) Those who do not sign can be warned initially and penalised subsequently.
2. The main gates are locked.
3. No entry/exit say since 1 hour before departure time. (Exceptions: Chairman, CEO, medical emergency).
4. Posting additional security 1 hour before departure time to handle any awkward situations.
5. Adherence to step 2 and 3 at all levels to be followed at all times. .
6. Ensure availabilities of supervisory staff invariably every day 1-2 hours before departure time at place of work.
7 Early leavers to be provided with token/out pass . Yet subject to step 2 and 3.
8 HR policy clearly clarifies how many permissions permissible in a month, beyond which penal deductions applicable. Quantum and scale to be made known to all.
9 Company wide study be undertaken to understand patterns of early leavers, if any.

4.Do not allow road side vendors outside factory premises till 30 minutes after departure time. Help of local civic bodies can be taken in this regard.

Do you have any rules to regulate absentism, late coming and absconding from work place. You can issue warning/caution letter to the workmen found absconding from work place. You can deduct the wages for the day for absconding and regular late coming & leaving work place early is misconduct. You can keep the gate closed till shift is over. You need to examine the case of early exit and to discuss the accorss the section before initiating any action.
