It is a good question and really difficult to answer.H'ever i want to share my exp.
-we gave it a contractor who inturn supplies food on subsidised rates.
-we introduced a computerised canteen coupan system
-established canteen committee which tastes every day and sends to counter.
-we have improved quality and thereby won the confidence of emp.
-Laid glazed tiles,ss tables,music system during lunch and dinner times.
-Established various standards in food quality.
-For the past 4 yrs we do not have any problem
Prior to that daily problems were there and there was lot of mental agony for HR dept., we have initiated various actions as well. we have also imparted al employees culture buildimg training programmes which has helped to unnderstand us well and produce more.
Basically you should have a good contractor,win the confidence of employees by monitoring the system and address the greivances
