If the financial earning for the last FY is more than Rs 20 Lakh, then it is mandatory to register for GST.
Those who do not register for GST are called as Unregistered Dealers (URDs). When you receive the invoice from the URDs, you need to pay the GST on their behalf and take the input credit. However, if the URDs are from other state, then you need to check the procedure with your CA.

Yes, if the client is saying that they will give you business only if you have GST then you will have to take it. But then if you register for GST, your headache will increase. Monthly you have to submit three returns and one annual. Therefore, per annum, you have to submit 37 returns. Check with client, whether they are ready to accept your services as URD. In fact, each company will have to deal with URD. They cannot escape from it. Telling service provider to register for GST is nothing but their high-handedness.
