The basic rule of conducting Training need analysis is to find out what the business objective is and see how the training can meet this objective.
Here are some possible objectives:
1) Better customer satisfaction
2) Faster Turnaround times
3) Higher conversion rates
In the hospital scenario, I think satisfying patient's needs by being more hospitable and courteous can be identified as an objective, for example.
Once you've figured the objective, check what training can help enhance the employee's skills to meet these objectives more efficiently.
In the above example, you could say communication skills, or emotional intelligence can be your possible options.
Prepare an excel sheet and note down these details, for the staff members mapping objectives and gaps that exist which can be solved with training. This will enable you to come up with a more specific answer and also give you something worth presenting to your superiors. Let me know if you need further help.
