In our company total number of employees are 32. All are employed at consolidated salary basis. Out of these 32 employees only one employee's salary is Rs. 14,000/- per month. All other get more than Rs.15,000/-. The Company has not yet registered with EPFO.
Questions are:
1. Whether provisions of EPF&MP Act, 1952 are applicable to the Company and it should get registration with EPFO?
2. If answer or Q.1 is yes, in that case, will all employees get EPF from Company or only that one employee having salary of Rs. 14,000/- per month?

EPF Registration necessary Since you crossed the number 19.
It is irrelevant whether only one person is getting salaey below Rs. 15000 and others are above 15000.
You may cover all persons but contribution can be restricred upto salary 15000 or actual when less.
