If a person serves official notice period of 1 month and employer does neither give acceptance on resignation nor spells anything on the handover front than in that case what is a way out for smooth exit for an employee.

There is no smooth way of exit if HR/Management is uncooperative.
The employee can make out a brief of all his activities,list out file/documents/property held by him and keep it ready for handing over and getting acknowledgement from company.
The employee can probably get back to HR and stress his point that someone has to take over and formal acceptance of resignation be given.
Employee should keep his activities in writing to leave a paper trail.

If the resignation is not refused/ rejected, then it will deemed to have been accepted.
