You must have all your marketing material like brochures, pamphlets etc and evolve a Business Development model where all types of approaches are used - word of mouth, current business contacts, social media is used to get new leads.
if you have a BD team then allocate work according to segments

Refer back to your Business Plan you wrote when you established this business, which sets out how you were going to build and market your business.
Or perhaps you didn't write a Business Plan?
Time and time again, we see here on CiteHR, requests such as yours. You cannot set up a successful business without doing the planning first, and establishing whether or not you have a viable business idea. Secondly, you cannot set up a successful business unless you have at least 12 months of both business expenses, and living expenses behind you. No business makes money from Day 1.
Failure to Plan is Planning to Fail.

I echo Jhon. Did you start the business with an idea or a list of clients?
There is an old saying, "Start a shop, only when you find the buyers". The Vice Verse is of course true! However , the former is a safer option.
Connect with people whom you already know. Any amount of work from them, will get you started. Take referrals and testimonials from them.
If you have the budget, hire sales consultants from the industry. In case you can't offer the cash, contract on the basis of profit-sharing. Their returns would be directly connected to the revenue they generate from the client.
Stay focussed on building your presence. Offer sessions at HR events. Its often the best way to get noticed. Used social media to build a brand virtually. This will not earn you revenue, but establish your services in the industry.
Offer demo sessions at the companies you are already connected with.
