Internal Recruitment, Internal Reference, Posting on Linkedin and other sites, making the availability on company web site.... getting self trained in Job sites... Strong networking are a few ways to arrest the hiring cost.
Other than that , making sure that you have hired the right candidate at the right price... The PMS is adminsitrated properly... The fresh blood is taken from college placements.... etc... can again help you to lower the cost.

Thanks Mr. Ashutosh Sir,Will try implementing the inputs given by You. Many employees leave and hop the job after Hiring even after good reference and verification.this is where cost in hiring is on the rise.

Employees will Hop, even with the best of the references and verification. Therefore you will have to enagage the employees, make the culture more robust and liberal. The culture should be based on openness and not on not rules & regulations. Rules and Regulations are a part of the culture and not the culture. Therefore, employee engagement, Openness in the company, will help you to retain them.
If many employees are resigning, than check the actual reason for the exits, you may be also surprised with the real reason. Try and eradicate that reason, so that more stability is pulled in.
