In one meeting on the implementation of MW (Minimum Wages) , it is decided that Revised Minimum Rate for unskilled category must be hiked. Beside that the contractor labour who were paid a little higher before revision as they fall in category of semi skilled or skilled category, they may get revised rate subject to their passing in competency/ caliber test.

In this connection I would like to mention of Article 23 of Indian constitution which speaks about forced labour. forced labour may arise in several ways. It may be aphysical forse which compels a person to provide service to another for remuneration which is less than the MW. This type of service definitely falls within the category of forced labour under Article-23. Such a person is entitled to come to the Court for enforcement of his Fundamental Right (Right against exploitation) under Article-23 by asking the court to direct payment of the MW to him so that the service provided by him stands freed from Forced Labour and breach of Article-23 is redressed.
