Sincerely speaking, refer to any good HR book or a specialized book or at least browse for the same on web. I am not joking, since what you need is in addition to a descriptive content is the simple formulas (absenteeism percentage, turnover rate, joinings, seperations, average deaths, vacancies on account of internal transfers, promotions, etc) and the steps to go through in a systematic manner to arrive at the required man-power at any given point of time. you will also need to take into account, the number of shifts, etc into account. Manpower management is integrated to other functional operatives such as recruitments, sourcing, etc.

Manpower Planning
Personnel management is productive exploitation of manpower resources. This is also termed as ‘Manpower Management’. Manpower Management is choosing the proper type of people as and when required. It also takes into account the upgrading in existing people. Manpower Management starts with manpower planning. Every manager in an organization is a personnel man, dealing with people. Definition and importance of manpower Planning:
Planning is nothing but using the available assets for the effective implementation of the production plans. After the preparing the plans, people are grouped together to achieve organizational objectives.
Planning is concerned with coordinating, motivating and controlling of the various activities within the organization. Time required for acquiring the material, capital and machinery should be taken into account. Manager has to reasonably predict future events and plan out the production.
