1. Steps to get a licence for this unit.
2. Where to buy a Sewing Machines and equipments for production.
3. What are all the certificate required for to get a proper licence in tamilnadu.

It appears that you need to do proper market research before you raise your manufacturing unit. To get the licenses, you may approach some labour consultant. Secondly, why not to visit SIPCOT office of your area to get more information?
