I have been asked by my manager to create an HR declaration about the technical resources available in my office. Can anyone help me with the required format? It is required by our clients as they want to be confirmed about the technical resources at our end. Technical resource here means people with technical capability.

Technical or otherwise, records of all the assets need to be meticulous. Secondly, maintenance of asset allocation is the job of the Stores Department. You are from HR. Why you are getting into this?

Does your company have a policy on allotment of the company's asset? If not, you need to design first that. You also need to maintain proper Asset Register. Unless you do all this your problems may not be solved as such.
