I am working for a manufacturing company.
I wanted to have clarity on below two conditions-
1. Do office boys (Admin Dept) come under blue collar category?
2. If we are providing them uniform for office use, shall washing allowance be a mandatory component in their gross salary?
Please advise. Urgent help required.

there is no law says to provide washing allowance for blue collar or white collar workers, it is a customary allowance granted in case of issue of uniforms to staff and workmen. in your case, it is left to you to create a new allowance or continue with your existing pay structure.
