Hello All,
I had left my job 2 years ago & at the time of resignation, full and final settlement has been done by the company, but now when I requested them for withdrawal of my accumulation in EPF account they are denying from the same, and as per them an amount of Rs. 50000 is to be paid by me.
I want to know whether the co. is having the right to retain my EPF balance amount and what options do I have in case the employer is not signing form 19.

Send the form 19 filled up by registered post to employer to send it to EPF authorities. If he does not do so within 5 days make a complaint to EPF a authorities for failure by employer to perform statutory duties under EPF Act and seek sanction from EPF authorities to prosecute such employer.Ask authorities to process of payment in such circumstances.

In addition to sushil it is strange that why the demand of 50,000/- was raised, for this misconduct you must approach to RPFC with written complaint enclosed withdrawl forms they definately do the needfu.
