The rates given in the circular are wages payable to guards deployed through security guard board but their jurisdiction doesn't cover the entire Maharashtra. This includes a service charge component also as part of levy.
Even if you want to deploy private agency also in the board area, you are required to ensure payment of wages at the rates not less than the board rates.
I don't have the rates applicable for rest of Maharashtra.

The rates applicable to rest of maharashtra means the rates aplicable to other places which are not falling under the jurisdiction of any guard board.in such case the rates applicable will be the wages under shop and establishment act.
