Hi Everyone,
I am working as a personnel officer in one of the pharmaceutical company,now days i stuck with one issue related to workers. one male worker harassing one female worker,she complained it to plant manager but he did not take action in a proper way now before few days this matter came to me and i wanted to give written notice to that male worker but plant manager not giving support to me and blamming that I am interfering in his matter. but I think it is not a normal issue. What can I do please suggest me.

There is a well settled procedure and guide to you through Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 ("Sexual Harassment Act") that has been made effective on April 23, 2013.

By the way, the attitude of the Plant Manager is deplorable and simple unacceptable. Maybe he is hand in gloves with the offender or maybe a silent sexually addicted sick person who enjoys all this incidents happening in your office.
Immediately get into action and ensure that the pervert is handled strongly and disciplined, and ensure you send the message across the plant and site and make this as much as verbal you can within the factory and site.

Such situation happen by misuse of upper designation, He is plant manager & your Personnel Execute, so, he ego come between the same.
Therefore, you don't need to worry about his ego, you have to let him understand the gravity of situation & in term of legality how come it may problematic for organization. in same way, you should inform to your superior about such incident.
Therefore, being in to HR, you have to do your responsibility, as said by Ukmitra, follow the process, & you may go for domestic inquiry, & result of the same can be produce to management.
But, i personally feel that, such kind of situation can not be Tolerate, if you keep quite & in case something happen wrong with her in future, then who will be responsible for the same...?

Dear Tejas,
Has she complained in writing or just oral? If it is the latter, I suggest that you ask her to give a written complaint before taking action. This is just to protect yourself. Suppose tomorrow she says that she never complained to you, when confronted by the MD, what will you do?

Thank you sir for your valuable suggestion, further I took written statement from that female worrker and also encouraged her to meet MD and explain that incident. But the problem is even though our MD not satisfied with plant head,because of their some internal matter he can not take strict action against the plant manager. whenever I see my MD I remember one Hr book "shake the CEO" and feeling bad for internal politics.
