Mr. Ghosh,
The rise in ESIC limit was a populist declaration given by the Labour MInistry of India considering the general elections due in the summer 2014. However, there is no such notification by the ESIC On a practical note, there are a lot of hurdles in the revision of the limit and hence the matter is under consideration. Similarly, the PF ceiling limit which is proposed to be increased to Rs.15000 has not been implemented yet.
Hope that helps

Dear Mr Ghosh,
The proposal to raise the limit with regard to ESI & PF is under consideration. So far no official notification/circular has been issued by the department apart from a statement given by the Hon'ble Labour Minister, Central Government. I suggest that you should keep watch on the respective sites of ESIC and EPFO on regular basis.
Please find an attachment being statement published in news paper, which is self explanatory.
