Dear Nisha,
If you are setting a rule, it must have come from some logic and observation.
Your employees are closest to your situation. Hence share the reason why it is so important to abide.
Rules need to be owned and not merely set.
State the privacy standards that needs to be set . You can even consider asking employees on how to find better measures for that ?

We just want a reason or information from them why they are taking laptop with them at home (because as per Project Manager they don't have any official work). Last week, we had to upgrade RAM of all machines but all laptop were not in office. Usually, employees carry laptop on weekends.
But Senior members can carry laptop with them at home. We are imposing this rule for junior members / trainees only.
Main reason for this without information they carry laptop with them.

I guess this stands very clear. Maintenance is the backbone to every machinery .
Here's my suggestion, can you ask your employees to maintain a record of when their machines would require an upgrade or routine check ?
I have seen the IT Team chasing the operations down , whereas it should be the other way round. If the machines are not in order, the work will not be productive.
I am certain you have already explained it to your employees!
Please ask the junior level to seek permission to take their laptops home. The senior management is far more responsible, hence might have a view to if that would hamper or help productivity .
Partnering such activities works best. If the employees can remain proactive about raising tickets for maintenance , there would be nothing like it!

Actually my company is a start up company and everybody has direct connection with the Director. So junior employee taking it very casually. Now we are reforming the rules and regulations and it is not only set but also to be implement by all.

Some broad suggestions for a policy.
1. Anybody who is not supposed to take a laptop out of the office on a regular basis needs to sign it out each time. Permission from the senior for this should also be taken.
2. When maintenance is planned IT needs to inform everyone of the plan and schedule a few days in advance so that they will be ready for handing over their machines.

In order to have parity and better Asset Management, you may structure an Asset Policy.

Primarily it should have details on -

a) definition of asset

b) Data privacy norms

c) Who is allowed to own a company asset & in what form, category and amounts sanctioned?

d) What are the general 'care' rules of assets given to employee (here you can describe details on wear and tear, loss of asset, placement of asset, permission for entry and exit of asset from general place of work, procedure for regular maintenance, data & asset sharing, software piracy policy required to be observed

e) Consequences of non observance of above, cost implication to employee, employer.

f) replacement/maintenance/repair of asset

g) Asset return policy on separation

Formats of form for various requirements.

Base don some of the points you can structure a robust policy which will help not just for laptops, but also other assets like mobile, netbooks, instruments, etc As a start up this is the right to set up policy and good practices. It will enable a more structured environment in view of consequent growth prospects.

Hi Nisha,
In my views, The purpose of Laptop is to carry out the Jobs at Inside (or) Outside the company premises in the weekdays. Eventhough, Any assignments were not given to the Jr. Level peoples at their weekend. Its better you to change to the scheduled agenda for laptop maintenance during the weekdays itself (or) you can circulate a mail to all the staff's in advance to get their laptops upgraded.
You cannot separate the people into categorized way as Sr. and Jr. for making a policy decision.

Actually why I'm asking all these things coz I'm in a start up company and the solo HR in my company so sometimes it creates problem.. nobody is there to discuss the things.. That's why I choose this platform...

Dear Nisha,
I think the best form of learning is by way of a DIY. Working in a start up can be a real pleasure because you get to be the first one to create, shape, structure the policy and company environment. The best form of compliment is a couple of years down the line, when you look back and see that you have given a little bit of your own in every process that's there in the company.
