I am not able to get exactly what you are trying to ask. But leaves can be granted based on genuine reasons. Leaves could be categorised in to three. One is planned leave, second one is emergency and the third one is due illness. Based on the need the leave can be granted without prejudiced. One can be granted based on prior intimation. Rest over communication.

Usually, the authority for granting leave is defined in any organization. It is this authority who grants a leave application. Of course,the supervisor or immediate superior is designated to recommend the leave. A detailed query would have been welcome
