I know this query has been raised a lot of times in the past too but whenever I work on preparing Holiday list for the new year, this question always plays on my mind.
This is regarding if a company has a option to not declare 1st May and 2nd Oct as a holiday. I know it is a public holiday but last 2 years I am observing that lot of companies have a working day especially on 2nd Oct.
We are a pune based IT company. We have a policy of declaring 10 paid holidays in a year. I am in the process of finalising the list. Requesting inputs from members.

Please make the holiday list as per shop and establishment act of your state.
If your belongs to Maharashtra state than state holiday list already declared follow the state guidelines.
