I am working as an Finance Executive in one of the reputed hospital in Bangalore, recently we had an increment in which my earlier boss had given me 50% hike and the current manager changed it to 7%, when we all went and inquired with the new HOD he told that he has changed the Appraisal as per the management instruction and told seeing your performance for the last three months (from the day he joined) i have given you the increment.
Recently he called me and told i have been transferred from Finance Department to Front office.
Please let me know what can i do....

There is very little you can do as such.
First, it is the decision of the employer as to what increment you will be given.
If you are in a large company that has a well staffed hr department and a good grevience management system, you can take up the meter with them. If not, then any attempt to escalate the matter would make it worse for you as your manager is likely to retaliate.
When your appraisal was revised, and you were told your performance was not up to the mark, what did you do ? Did you ask him for pointers and specific cases based in which he has taken the decision ? Did you make any attempt to improve and give the new manager a confidence in your ability ? If you didn't, then obviously your new manager finds you a liability and wants you out of his department quickly.
If your skills and training is in finance, and you do not want to work in front office, you may have to look for another job.

Last sentence of your post speaks volumes. Your transfer from finance department to front office could be ploy. Is this indirect signal to you to put in your papers? In some organisations, this method is followed. They do not tell employees to put in papers.
By the way, you need to do some introspection. Why things came to such a pass where you were required to be transferred to another department? What was your job description and did you your duties as per your JD? Did you have friction with your superior or manager? Reduction of hike from agreed 50% to 7% could show that your superiors were not satisfied with your performance. Therefore, you are the best person to judge your performance.

Apart from what Mr. Banerjee and Mr. Dinesh has told, would like to add that what is your expectation that you should get 50% increment every year, and even if you expect, did you gave any productivity wherein the management should give you your desired increment. Please analyze yourself and get back.

I think his grievance is that he was to get a 50% increment
But his boss who had recommended (or perhaps decided) on the 50% increment left and the new boss after seeing his work for 3 months (and before the increment was implemented) reduced it to 7%. He wants to sue the new boss for that, I think

As per what he has written and understood by me he says that he had an increment recently in which his earlier boss had given 50% hike. But the new manager who joined recently i.e. 3 months back has taken his appraisal taking into account of the performance of 3 months from his joining and hiked 7% increment and later he was transferred to Front Office from Finance Department, looking into the capability of the staff.

Full details are not available to join the discussion. What was the basis of increment conveyed to the employee while appointing him to a job? What was the performance level stipulated matching with a hike in salary cost? Whether the employee was informed well ahead of time that his hike is linked to the job description and productivity or the increase stated in the issue for discussion was the suo-motto decision of the new manager. If the hike was as per notification with a level playing rules then it can not be questioned. If the hike was without any pre notice then the issue comes down to GUTS OF THE EMPLOYEE VS THE AUTHORITY OF THE EMPLOYER. As regards change of department, it is fully as per the job rotation and manpower management policy of the Organisation. Normally it can not be fought at!
