Dear Hamid
Suggest your Head HR to call them and Counsel one to one, after counselling issue them late coming notice with a stern warning that in future disciplinary action will follow.
Record their issued and acknowledged letter in their personal file to review at the time of performance appraisal.

Following steps would help.
1. Check your policies if you have clearly mentioned working hours and flexitimings. Also see what evernts can give you rights for termination of service
2. If policy do not exist then draft the attendnace policy. (Late comings, shorter working hours, unplanned leaves to be taken care of)
2. Send a maill to entire organisation requesting them to adhere to these policies.
3. Track & record breaches by these employees. Keep a proof of it.
4. Send these proof along with warning to employees, follow it up with one to one discussion
5. Subsequent violations can be penalised by
a. Lower KRA ratings
b. Deduction in salary
c. Termination of employment
Hope this would help

Why "Few " Staff are late? Is there any genuine reason to get late.
As an HR what help you can extend to them to come on time....
Are they critical / important people for organization's growth ...? Are they going late everyday...? Do they have any support / cushion of Senior Managerial Perosnnel?
