Behavioral competencies encompass knowledge, skills, attitudes, values, self concept, traits and actions that distinguish excellent performers.
Soft Skills are intra-personal or interpersonal skills that help an individual to perform better and establish win-win relationships with others.
For example, there is an Engineer who is very good at his job but he does not know how to talk to others fluently in English; so he needs to work upon his English Communication Skills which are a part of Soft Skills.
When we look at the Behavioral competencies, we look at the person's knowledge, skills, attitude (positive or negative), values (honesty, integrity), traits (aggressive, calm) - all of these.
So in a way, Soft Skills are a part of the Behavioral Competencies. Hope this makes it clear for you, Rahul.

Behavioral competencies? two big words- so let's keep it simple and let's break them up!
The 1st word is behavior- What is behavior- it is the tendency or the way you react to any situation- in any given situation what is the response you give-if it is a good one do u feel happy and show it or do u grumble that things could have been better! Or if is a tough one do despair and wail and cry and say " I told you so" or do u stay calm and maintain confidence and try to see what good can come out of it and try to control the bad event. When u look at people do you smile or do you frown or simply avoid looking at them, whenever u r in a crowd do you wish you were somewhere else or do you feel happy that you are there. When you talk to people do u show that u r talking to some servant or somebody who has a responsibility to listen to what u say? Do u shout, abuse, or are rude or arrogant when you are talking? Do people come back to talk to you?
All the above can be summarized as your behavior and depending upon the way you generally react or interact people will start summarizing your behavior by giving you a label- e.g. friendly, smart, mean, rude, bore, dependable, avoid etc. This label is in other words your " personality". Depending upon whether people feel happy, confident, relaxed etc. you will be seen as a person with positive personality and on the other end you will have a negative personality. The more positive people will take you the more well behaved you are or in other words you are developing behavioral competencies(after all, competent means doing something well).
So now the question comes how do u become " behavioral competent". Obviously by developing the kind of traits or characteristics which will convey positivity. Characteristics like confidence, clarity in thought and speech, positive outlook,good manners etc help in conveying positive impressions. The frequency of use of these characteristics is dependent on your attitude or the tendency/natural instinct which you brain will follow -meaning toward which direction will your brain run- to complain, cry or be happy, calm and confident. If it is towards the latter, than you have a positive attitude and you will use more of the positive characteristics like happiness, confidence, cheerfulness etc and if it is the former than you have a -ve attitude. Since good use of these characteristics will turn into skill, and these characteristics are based on attitude which in turn is based on whole lot of information and instinct stored in your mind(nothing hard/concrete/data based), they can be termed as soft skills.
From the above you can safely come to the conclusion that behavioral competency is the end result of how you use the soft skills. We can say that soft skills are the foundation of behavioral competency. Another metaphor can be that behavioral competency is the tip of the iceberg and soft skills is what is hidden under the sea.

I found this interesting because of it 'simplicity. Mr. Atul Sharma has done an excellent job, in making such a complex subject seem so easily digestable.
It's widely acknowledged by several experts in the past too that “Competency” is a tough word to define, particularly because experts and academics disagree on definitions.
Ask 100 consultants what competencies are, and you’ll likely get 100 different definitions.
Anyway since we need to make things simple, I would just add to what Mr. Atul Sharma is expressed..." Behavioral competencies encompass knowledge (things people need to know), skills (to do things), and attitudes (traits what you must bring to the job), to be successful in a role. They are defined by behaviors that describe what that competency would look like if someone were using it effectively.
