Gone through the article. Nothing innovative is mentioned. The writing is quite mediocre.
The best way to reduce the cost of hiring is to control the attrition. HR can study the attrition and find out what is cost of employee attrition. They should impress upon the HODs of all the departments on ill effects of the employee attrition and how it erodes the competitiveness of the organisation as a whole. This is a proactive approach. The steps mentioned in the article are good no doubt but then these are reactive.
One more thing the article does not mention is use of cloud computing. Every company should maintain their own database of the candidates. For this could computing is quite handy. Candidates can be told to preserve their CV on Google Docs and HR can just preserve the link. When need be the links can be screened.

Two more things also bring down the cost of recruitment. One is the cross-trade training or multi-skilling. If the staffs are trained on various skills, it brings flexibility for moving them from one section to another or from one department to another.
Another is succession planning. Rather than bringing an outsider to handle the top position role, it make sense to groom a person from within.
However, to execute cross-trade training or succession planning, it requires lot of organisational maturity. It is not child's play. Therefore, cost of recruitment is partially due to cost of organisation's maturity as well.
