One of the employee worked for 357 days in his tenure and resigned from the job. the tenure includes holidays, leaves and etc. During the final settlement is he eligible for EL encashment or not?

Yes you are eligible for EL credit to your account and the EL for the leaving year proportionately for the days worked in that year at the rate of one day for every 20 days of work.
you can claim this in your Full and Final Settlement while leaving from the job.
