Hi Nakamsj,
Usually to jump start the above process one uses SWOT analysis. Read more about this on Internet; huge article for your apetite.
One tip, do your SWOT based on your requirement, like for example in your case "Traning for Leadership Courses".
You will also need to parellely do a GAP analysis for your existing staff's and analyse the need for training and areas for traning.

The deduction is applicable if the dependant (spouse, son / daughter (any child), parents and brother / sister (siblings) can be your handicapped dependants) is suffering from a permanent physical disability including blindness or is subject to mental retardation being a permanent physical disability or mental retardation specified in the rules Money paid to Life Insurance Corporation (LIC), Unit Trust of India or any other insurer for the purpose of buying specified scheme or insurance for the purpose of maintenance of such dependant.The following disesases also covered.

· Hearing impairment
· Locomotor disability
· Mental retardation
· Mental illness
· Autism

My Take : As suggested by others the use of SWOT as well as Simonton's Leadership Assessment may be used. There is another feedback assessment which I recommend could be used i.e. 360 degree Leadership Feedback Survey The advantage of this survey is that it could be tailored made. Depending on what you want to assess or measure, you can design it to suit your objective. Do check it in the Internet. The survey feedback can come from various angles like from subordinates, peers, immediate supervisors and other parties in which the respondent has dealing with; it gives a more wholesome assessment of the respondent's leadership capabilities.
