We are well known company and going to launch Employee Job Rotation this year, purpose of this rotation is two fold 1-Employee Development and 2-Succession Planning for critical positions. I am working on this project, if anyone want to share his or her feedback, you are welcome.

Communication is indeed very important as your people need to understand the rationale behind Job Rotation otherwise they will think that they are not doing well in their jobs and their bosses are looking for someone to replace them.
You can start by looking at database and rotate first those who have stayed in the same job the longest.
You can also make this voluntary as people with high interest are likely to perform better than those who are forced to change jobs.
