Both should be the same in job contents.
However, Manager-Marketing denotes that there is a superior manager in the Marketing department aboue him (like Sr Manager - Marketing or GM - Marketing etc). Marketing Manager for a location or area is responsible for Marketing in his domain / area, though he may report to a overall Marketing Head. Therefore, the two terms may differ in the accountability of the post.

Marketing Manager sounds as if he is the ultimate head of Marketing. If the employee is Manager - Marketing, then it is assumed that there are people above him at different levels. Depending upon the size and structure of the organisation, designations need to be decided, to avoid confusion amongst employees and for the outside world !

Both seems to be ok. However, Marketing Manager denotes the position of employment, wherein an Assistant or Deputy Manager can also fit into the shoe but, Manager- Market specifies the position. In one nutshell, the Marketing Manger is a position of employment and the Manager- Marketing is the designation of the employee.

Designations are according to company's own decision. There is at present no uniformity in private sector. There two methods of designating a post, (1) Place the post first, and (2) activity thereafter or (1) place the activity first, and (2) post thereafter. If the organization has many departments headed by a manager then it is better to put post first and activity thereafter e.g. Manager (Marketing), Manager (HR), Manager (Stores) etc. Further designating the posts Marketing Manager, HR Manager, Stores Manager etc is also not out place, however in this system first word immediately conveys the idea that the person belongs to which field.
You can go ahead with any of the system. The job description of each post has to be defined with precision.

Designation is an important aspect in the life of an employee, as it distinguishes him from others . An attractive, correctly worded designation will give advantage to the professional at 'ab initio' (right in the beginning), while dealing with clients, colleagues and subordinate staff.

Consider the following 6 points, while designing and deciding 'designations'

1. A designation should cover three aspects - (a) Position (b) Activity (c) Region/Zone. Eg., Manager-Marketing, Bangalore or Manager-Marketing, Tamil Nadu. (please note that the designation is followed by activity and region he/she is responsible). This is more suitable, if the activity of the Company is spread across multiple Regions/State/ Nations.

2. If there is only one position, then the Region can be skipped, Eg., Manager-Marketing.

3. The designation of Marketing-Manager is not suggested, even if he/she is the senior most in the Dept, as it limits the scope of promotion. For eg., it Sr Manager-Marketing or AVP-Marketing, sounds better that 'Marketing-Sr Manager' or Marketing-AVP. For the same reason.

4. Head-Marketing may also be avoided, as there is no further scope of promotion in the same Dept. However, this must be a considerate decision, after weighing all other factors.

5. Using of brackets in designation is outdated. Eg., Manager (Marketing). Instead use hyphen and comma. Eg., Manager-Marketing, Tamil Nadu.

6. There are other aspects to be considered to avoid disparity and complaints - levels, grade, salary, designation in other Depts of the same organisations. Some organisations go to the extend of studying the designations prevalent in the industry/ organisations, as it helps in prevention of poaching.

Designation should make an employee proud. A good designation tends to attract candidates. Parity in designations (in other depts of the organisation and even with the nearest competitors) will help in retention of employees. Hence, great care must be taken while deciding the designation.

Simple......Marketing Manager,...Accounts Manager....etc...there can be only one person...with might be seniors above them. Manager - Marketing.....Manager - Front Office....Manager- Accounts ...shows there are more than one Manager in the dept. with the same designation ...same responsibilities .....and there is a head above them

I am happy to learn an exanded presentation from you. Nonetheless it is the prerogative of the Management to adopt a particular pattern of designations. HR Dept. can make suggestions to the Managment for taking an appropriate decision. However I feel like not subscribing to Point No.3 of your post that "prefixing of activity to post" limits the scope of promotion. On promotion the posts can be designated as Sr. Marketing Manager, Chief Marketing Manager or AVP-Marketing as a company may decide.
Use of bracket or hyphen etc does not make any material change or create any extraordinary impression because the Government of India and other govt. department are continuing on the pattern of bracket. However your suggestion is also good to consider at all levels.
