Not an easy to answer this question like this without getting the facts.
I second, Mr Simhan and Mr SaiKumar, no matter whom you are talking about but the things that matters in this regard are Skills, Experience, Knowledge and Understanding of the work first and, appreciations and achievements of one at the time when you are going to judge an employee's future or upcoming performance or say to get maximize output from him.
And when you speaks about time, to get output with a particular time frame, factors like Motivation, Encouragement and Enthusiasm, are really important that plays a role and helps one to get maximized output with applying his Experience and knowledge, skills and convert these all into Hard-Work, Work Efficiency, and Sincerity.
For Example, I am skilled, have good knowledge and understanding with a good experience of a work, have done good in past, shown my hard work, sincerity that allow my Boss to say i am efficient to do more good work based on my performance but now lacking confidence with whatever things or factors, and not being encouraging or not getting motivating, how can you expect a good out put from me and how can yous say that i can reached the set target within the time frame you have set for me..
